Power bi top n filter not working. If your only concern is the visualization and you do not. If you want to get underages top N you can create a calculated column to descending order then use the new column to filter. For example if top 5 is selected and 2 items have already been filtered out the top 5 only shows 3 items and do not replace the excluded 2 items.

Power BI is applying both filters independently. I can imagine this is a common problem for people working with a Top N filter plus another filter. So it is taking the 5 employees with the highest average loan amount and then removing 3 of them because their loan count is less than 5.

From your screenshot I didnt see it so please check it as the highlighted in yellow backgroud. When you select TopN filters you must add a field to the By Value level.
